20 KB is a very small file. A normal phone photo is 2–5 MB, about 100 to 250 times bigger. To get that small, the photo has to lose both pixels and some detail.
This page starts by fitting the image within 800 pixels, then finds the highest JPG quality that stays under 20 KB. If it still doesn't fit, it shrinks the image a little more and tells you the final size.
Tip: crop the photo tightly around your face or signature before adding it. Less background means more of the 20 KB goes to what matters, so the result looks sharper.
